Condition: `caddy reload` exits 0

🛡️ Self-Heal: Re-attempt with fallback port; if missing, install via apt

Manifest Registry Update

Condition: Row appended and file persisted to disk

🛡️ Self-Heal: If section missing, create it with header row first

Post-Deploy Health Check

Condition: HTTP 200 within timeout
